THE SHORT ANSWER
Control comes first.
Traveling is an illegal movement of the feet while holding the ball. To judge a play, identify the gather, the steps and any pivot foot.
The key is when control is established. Counting every footfall without locating the gather can lead to the wrong call.
Slow the play down.
Example: a player gathers while moving, takes two steps and releases a shot before landing again.
The player gains control of the ball while moving. Identify this moment before counting steps.
The pivot changes the question.
Ball first.
Release the ball before lifting the pivot foot to start a dribble from a stationary position.
Release before landing.
A lifted pivot foot must not return to the floor before the ball is released.
